Until the new regulation comes into force, customers can still purchase and redeem scratchcards without identification, aligning with current practices under the national Lottery Act. Ville Venojärvi, the director of sweepstakes at Veikkaus, affirmed the readiness for this change, emphasizing the extensive customer base already familiar with ID requirements for other games. “Conditions for identification of scratchcards are good,” Venojärvi said, asserting the measure’s importance for preventing gaming-related issues and reinforcing age limit controls.

Veikkaus’ move toward stricter identification processes reflects its commitment to fostering a safer gaming environment, as it becomes one of the first companies worldwide to require ID for playing scratchcards across both digital and physical platforms.

Amidst these proactive steps, Veikkaus is navigating a significant shift in Finland’s gambling landscape. The Finnish Ministry of the Interior has detailed a plan to dismantle the existing monopoly system by 2026, paving the way for a regulated market. This change will dismantle Veikkaus’ online monopoly, though it is expected that the company will retain its lottery and retail slot machine exclusivity.
