North Carolina is slowly moving towards launching sports betting in the state, following the passing of the Act to Authorize and Regulate Wagering on Professional, College, and Amateur Sports and on Horse Racing. The North Carolina State Lottery Commission has been working to establish a regulatory framework for the eventual launch of betting.

The North Carolina State Lottery Commission has been appointed as the regulatory body for sports betting in the state. On November 16, the commission unanimously adopted Rulemaking Package #1, which includes the first set of rules for sports betting. However, these rules will not take effect until January 8. The commission has also initiated the rulemaking process for the second batch of sports betting rules, allowing for public input and commentaries.

The first set of rules covers various aspects of sports betting, including advertising practices. These rules were advanced by the commission on October 17 and were subject to public commentaries. On November 14, the Sports Betting Committee voted in favor of adopting the first package of rules. It is important to note that the second set of rules, currently open for review and public comment, may introduce changes to the first package. To provide feedback, the public has until November 27 to submit their comments.

Although the rules are set to take effect on January 8, the launch of sports betting in North Carolina will not occur immediately. The deadline for the launch is set for June 15. This timeframe allows for further development of the regulatory framework and ensures that all necessary measures are in place to provide a safe and responsible betting environment for customers.

While North Carolina is poised to become a prominent betting destination, the expansion of the state’s gambling industry has faced resistance. Plans to open four casinos in the state have been met with opposition, hindering the progress of the industry. Additionally, a lawsuit challenging the rezoning of land in Rockingham County for a casino construction further complicates the expansion plans.
