A poll conducted by the Saint Louis University/YouGov in February 2023 found that only 35% of Missourians believed sports betting should be legalized. Another study by the Remington Research Group reported that only 26% of voters supported sports betting legalization.

Efforts to pass sports betting legislation through the Missouri legislature have faced obstacles in recent years. Although proposals backed by professional sports teams, Missouri casinos, and national sportsbook operators gained initial traction, they faltered in the Senate. Senator Denny Hoskins has been a key figure in derailing the legislation, as he has expressed a desire to legalize video lottery terminals instead. Hoskins has received donations from companies advocating for the legalization of these devices, but his stance is not shared by other legislators in the state.

The six professional sports teams in Missouri are united in their support for legal sports betting. They believe that it will not only enhance fan engagement but also generate additional revenue. Alongside the St. Louis Cardinals, the Missouri Pro Sports Coalition includes the Kansas City Chiefs, Kansas City Current, Kansas City Royals, St. Louis Blues, and St. Louis SC.

The approval of the Missouri sports betting ballot initiative language is a significant step forward for the legalization of sports betting in the state.
