The prospect of legal sports betting in Missouri is gaining traction, as an initiative to place it on the 2024 ballot has received approval from Secretary of State John (Jay) Ashcroft. The Missouri Pro Sports Coalition, comprised of major sports teams in the state, is spearheading this effort. However, before the question can be presented to voters in November, the coalition must gather a minimum of 170,000 signatures by May 5. This initiative comes as an alternative to the legislative route, which has faced significant challenges in recent years.

The Missouri Pro Sports Coalition has put forth eight different sports betting ballot initiative proposals, each with slight variations. The coalition plans to consult with sportsbook operators to determine the most favourable option before proceeding with a single petition. All of the proposals include a 10% tax on sports betting revenue and grant licenses to the state’s teams and casinos. The fees for obtaining licenses differ across the proposals. Additionally, some versions allow up to four online sportsbooks to have direct access to the market, regulated by the Missouri Gaming Commission. The proposed start date for legal sports betting is no later than December 31, 2025.

While the coalition is pushing for legal sports betting, there is some uncertainty regarding public support for the initiative. In 2022, a similar petition failed to gather enough signatures for the ballot. Recent surveys indicate that the signature process for the 2024 initiative could also face challenges. A poll conducted by the Saint Louis University/YouGov in February 2023 found that only 35% of Missourians believed sports betting should be legalized. Another study by the Remington Research Group reported that only 26% of voters supported sports betting legalization.

Efforts to pass sports betting legislation through the Missouri legislature have faced obstacles in recent years. Although proposals backed by professional sports teams, Missouri casinos, and national sportsbook operators gained initial traction, they faltered in the Senate. Senator Denny Hoskins has been a key figure in derailing the legislation, as he has expressed a desire to legalize video lottery terminals instead. Hoskins has received donations from companies advocating for the legalization of these devices, but his stance is not shared by other legislators in the state.

The six professional sports teams in Missouri are united in their support for legal sports betting. They believe that it will not only enhance fan engagement but also generate additional revenue. Alongside the St. Louis Cardinals, the Missouri Pro Sports Coalition includes the Kansas City Chiefs, Kansas City Current, Kansas City Royals, St. Louis Blues, and St. Louis SC.

The approval of the Missouri sports betting ballot initiative language is a significant step forward for the legalization of sports betting in the state. The Missouri Pro Sports Coalition now faces the challenge of gathering the required number of signatures to put the question on the 2024 ballot.
