One of the key aspects of the new legislation is the prohibition of rotary machines, a popular form of gambling in Romania. In an effort to curb the proliferation of gambling venues in smaller communities, the new legislation mandates the closure of gambling establishments in municipalities with populations below 15 thousand. With an estimated 12 thousand bingo halls, sports betting centers, and casinos dotting the country’s landscape, the industry has become a significant contributor to the economy. However, along with the proliferation of gambling opportunities, concerns regarding addiction and social harm have come to the forefront. The implementation of the new restrictions seeks to strike a balance between economic growth and responsible gambling practices.

While there are no recent studies on the prevalence of gambling addiction in Romania, a 2016 report indicated that approximately 100 thousand individuals were affected—an alarming statistic that underscores the need for robust regulatory measures to safeguard vulnerable populations. By imposing restrictions on gambling venues and machines, the government aims to address the negative social consequences associated with excessive gambling and protect individuals from financial ruin.

The new restrictions are expected to have a significant impact on the gambling industry in Romania. The closure of gambling establishments in smaller settlements may lead to a consolidation of the industry, with larger operators dominating the market. This could result in a more regulated and controlled gambling environment, promoting responsible gambling practices and reducing the risks of addiction.
