The hope in Alabama for regulated sports betting have been dashed for the year 2024. Despite initial optimism, House Bill 151 and House Bill 152, which included provisions for sports betting and table games, were recently amended and approved by the Alabama House of Representatives, excluding the authorization of these forms of gambling. This decision has left supporters disappointed and wondering when they will have the opportunity to legally place bets on their favourite sports teams in the Heart of Dixie.

The journey towards regulated sports betting in Alabama began with the introduction of House Bill 151 and House Bill 152. These bills initially included language that would have allowed for sports betting and non-tribal retail casinos. However, during the legislative process, the Senate removed these provisions, leaving only the authorization for a state lottery and up to seven licensed slots parlours overseen by the Alabama Gaming Commission.

The amended bills now face an uphill battle to become law in 2024. A recent Senate test vote fell just short of the 21 votes required for approval, and a conference committee has proposed a gaming compact to be negotiated between Governor Kay Ivey and the Poarch Band of Creek Indians. As Senate members continue to discuss the bills during this legislative session, the future of regulated sports betting in Alabama remains uncertain.

One of the primary factors influencing the exclusion of sports betting and non-tribal retail casinos from the amended bills is the exclusive rights granted to the Poarch Band of Creek Indians. As Alabama’s only federally recognized tribe, the Poarch Band of Creek Indians would have been given the sole authority to operate retail casino gambling throughout the state under the Senate version of the bills. This provision sparked controversy and ultimately led to the removal of sports betting and non-tribal retail casino language from the final version of the bills.

Although the exclusion of sports betting and non-tribal retail casinos from the amended bills is a disappointment for many, the focus now shifts to the potential establishment of a state lottery and the introduction of licensed slots parlours. House Bill 151 and House Bill 152 propose allocating revenue from these forms of gambling towards education in Alabama. While the bills still need to overcome various hurdles and gain sufficient support, they provide a glimmer of hope for those who believe that these forms of gambling can contribute to the state’s educational system.

The introduction of regulated sports betting in Alabama had the potential to generate significant economic impact and revenue for the state. Projections suggested that a state lottery could generate between $305 million to $379 million in net revenue annually, while parimutuel wagering could bring in roughly $132 million per year. These estimated figures highlight the missed opportunity for Alabama to tap into a lucrative industry that could have provided additional funds for education, infrastructure, and other essential needs.

With regulated sports betting off the table for 2024, lawmakers and sports fans in Alabama are left searching for alternative streams of revenue and entertainment. While the focus may now be on a state lottery and licensed slots parlours, it is clear that the absence of sports betting creates a void in the market. Many residents and visitors will continue to seek out offshore and unregulated options for placing sports bets, potentially depriving the state of revenue and leaving consumers without the protections and safeguards that come with a regulated market.
