Virginia: Rivers Casino Portsmouth fined $545,000

After negotiations with the Virginia Lottery, Rivers Casino Portsmouth has agreed to pay a $545,000 fine to settle multiple compliance and regulatory violations.

Compliance investigation officials of the Virginia Lottery, the regulating body of casinos in the state, revealed several regulation breaches over the past year. In August, underage guests were allowed to enter the casino floor. Lottery officials agreed to a $40,000 fine instead of progressing to a formal hearing in front of the lottery board.

Further investigations revealed more underage people and people who were on the Virginia state voluntary self-exclusion list visiting the casino.  Investigators concluded that the casino’s surveillance team failed to properly control and supervise the property’s entry points and it was found that table game revenues weren’t accounted for accurately.

Rivers Casino Portsmouth agreed to pay an additional $505,000.

“We take these matters very seriously and respect the decision of the Virginia Lottery,” Rivers Casino Portsmouth General Manager Roy Corby said.

In May 2023, it was fined $275,000 for cases also involving the entry of underage visitors. Since May 2023, Rivers Casino Portsmouth, which is owned by Rush Street Gaming, has paid to the Virginia Lottery $820,000 in fines. According to the state’s gaming laws, proceeds from regulatory fines are allocated to the commonwealth’s General Fund.
