当地时间11月11日，菲律宾移民局(BI)周五再次警告外国公民，任何与该机构的交易应直接与其办公室处理，不要被所谓可提供移民服务的骗子所欺骗。
移民局局长诺曼-陈新戈(Norman Tansingco)表示：“我们向外国公民发出警告，不要利用非法代办者。我们在全国范围内有大约60个办事处，并且正在扩大，以确保服务更贴近人民。真的没有理由不遵守移民法。”
10月25日，尼诺·阿基诺国际机场(NAIA)移民官员拦截一名出示伪造清关许可证(ECC)的美国公民。
移民官员表示，在检测文件时，他们注意到文件中有各种不一致之处，包括局长陈新戈(Norman Tansingco)名字的拼写错误。
在与中央数据库核实时，移民官发现当局未签发这一文件。
该外国人被拒绝出境和登机，并被移交给移民局的法律部门进行适当处理。
