12月18日，菲律宾移民局(BI)在在邦板牙省(Pampanga)安吉利斯市(Angeles)逮捕了一名涉嫌参与电信欺诈活动的韩国逃犯。
移民局长陈新戈(Norman Tansingco)表示，40岁的卞某属于不受欢迎的外国人，因此将被移民局黑名单并禁止其再次进入菲律宾。
移民局表示，国际刑警组织于2020年4月对卞某发布红色通缉令，这是基于首尔中央地方法院指控其违反了韩国的电信业务法。
当局表示，卞某是总部设在马尼拉的一个有组织犯罪集团的成员，该集团通过从事语音网络钓鱼活动来诈骗韩国人。据估计，该集团的不法所得超过6.74亿韩元(约合50万美元)。
他现在被拘留在达义市的移民局拘留所，等待被驱逐回韩国。
