The Brazil Ministry of Finance has published its regulatory agenda for betting and gambling through 2026, outlining 13 initiatives to be implemented over the next two years.

The plan, detailed in Ordinance SPA/MF No. 817/2025 released Wednesday (16 April), follows the January launch of the country’s regulated fixed-odds betting market.

The agenda was finalised after a public consultation period that collected approximately 200 contributions between February and 27 March.

Most input came through the Participa + Brasil platform, with additional feedback from a virtual public hearing held 21 February.

Central to the plan is creating a database of individuals excluded from betting.

This system will track self-excluded people, those with gambling disorders, and prohibited individuals including athletes and ministry employees involved in betting regulation.

Following public feedback, the Prizes and Betting Secretariat (SPA) made three notable changes to its draft agenda.

Regulatory items concerning betting agent suppliers were consolidated, and the timeline was adjusted to prioritise services for problem gamblers ahead of inspection process improvements.

Brazil regulatory roadmap to follow quarterly schedule

The regulatory implementation will follow a quarterly schedule, with draft regulations to be published starting 30 June, followed by periods for public comment.

The agenda expands beyond sports betting to address other areas under the secretariat’s authority, including the Instant Lottery (Lotex), commercial promotions, and early capture of popular savings, a financing method used in tourism construction projects.

This is the second regulatory roadmap from the secretariat.

The first, published under Ordinance SPA/MF No. 561/2024, established the framework for fixed-odds betting that became operational on 1 January.

Other initiatives in the new agenda include creating a distinctive seal for authorised betting operators, improving the allocation model for athlete image rights, establishing a National Betting System, and reviewing certification requirements for betting systems.

The plan follows Brazil’s legalisation of fixed-odds betting in late 2023, with each quarter through 2026 slated to introduce new regulatory drafts.

Regulatory documents will be released quarterly beginning this June, with the final items scheduled for publication in the fourth quarter of 2026.
