The Brazilian Ministry of Finance has unveiled its regulatory strategy for the betting and gambling sector through 2026, introducing 13 initiatives to guide the market’s development over the next two years.

The Brazilian Ministry of Finance has unveiled its regulatory strategy for the betting and gambling sector through 2026, introducing 13 initiatives to guide the market’s development over the next two years.

Outlined in Ordinance SPA/MF No. 817/2025, published on Wednesday (April 16), the roadmap follows the January launch of Brazil’s newly regulated fixed-odds betting market.

The agenda was shaped through a public consultation period between February and March 27, gathering around 200 submissions. Most feedback was submitted via the Participa + Brasil platform, supplemented by input from a virtual public hearing on February 21.

A central pillar of the plan is the creation of a national database to monitor individuals barred from gambling. This system will register self-excluded players, individuals diagnosed with gambling disorders, and those legally prohibited from betting activities — including athletes and regulatory employees.

In response to public suggestions, the Prizes and Betting Secretariat (SPA) made three key revisions to the draft plan. These included combining regulations for betting agent suppliers and prioritizing initiatives focused on problem gambling services ahead of inspection improvements.


Regulatory Implementation to Follow Quarterly Rollout

The rollout of new regulations will occur on a quarterly basis, beginning with draft publications scheduled for June 30, each followed by a public consultation phase.

Beyond sports betting, the regulatory agenda covers additional sectors managed by the Secretariat, such as the Instant Lottery (Lotex), commercial promotions, and the early capitalization of popular savings — a mechanism used to finance tourism infrastructure projects.

This marks the second regulatory roadmap issued by the Secretariat. The first, under Ordinance SPA/MF No. 561/2024, laid the groundwork for Brazil’s fixed-odds betting market, which officially went live on January 1.

Other notable initiatives in the new agenda include the introduction of a unique seal for licensed operators, revisions to the distribution of athlete image rights, the creation of a National Betting System, and updates to certification standards for betting systems.

Following the legalization of fixed-odds betting at the end of 2023, Brazil plans to release fresh regulatory drafts each quarter through 2026. The final regulatory documents are expected to be completed and published in the fourth quarter of 2026.
