Brazil’s gambling regulator, the Secretariat of Prizes and Betting (SPA), has introduced new measures aimed at strengthening player protection, including the establishment of a centralized self-exclusion platform and mandatory betting limit requirements.
Regulatory Background and Overview of New Measures
As part of its 2025–26 regulatory agenda, the SPA has issued Normative Ordinance No. 2579 and Normative Instruction No. 31. These rules reinforce player protection and responsible gambling policies, allowing bettors to self-exclude and set betting limits. SPA CEO Régis Dudena emphasized that player protection remains a top priority, adding that the new measures will place Brazil at the forefront of gambling regulation.
Details of the Centralized Self-Exclusion System
Developed by the Federal Data Processing Service, the centralized self-exclusion platform is scheduled to go live by the end of 2025. Bettors will be able to voluntarily block access to gambling platforms, either for specific operators or across all federally licensed platforms. Self-exclusion can be set for a fixed term or indefinitely.
Operators are required to verify users’ CPF numbers through the Sigap system at registration, at each daily login, and every 15 days thereafter.
Betting Limits and Account Management Tools
Under the new rules, operators must implement mandatory time and monetary limits during player registration. Self-limitation tools will allow bettors to set daily, weekly, or monthly betting caps based on duration or spending thresholds, with alert notifications available. Bettors may also temporarily suspend their accounts—retaining access but being unable to place bets. These tools aim to reduce gambling-related risks and improve player control.
Operator Compliance Requirements and Timeline
Operators will have 30 days to integrate with the centralized self-exclusion system and 90 days to adjust betting systems and update registration forms. They must immediately block excluded players from betting, close accounts within three days, and process refunds within two days, while retaining records for five years.
Additionally, operators are prohibited from initiating contact or advertising incentives designed to encourage excluded players to return, ensuring the integrity of the protective measures.
