Brazil Advances Regulation of the Games Industry with Interministerial Working Group

Brazil has taken a significant step toward regulating and strengthening its electronic games industry through the installation of the Interministerial Working Group (GTI Games).

Coordinated by the Ministry of Culture, this group is tasked with regulating Law No. 14,852/2024, known as the Legal Framework for the Electronic Games Industry. This initiative unites various ministries and sector representatives to treat games as a strategic segment for culture, creative economy, and sports.


The primary mission of GTI Games is to draft proposals for the implementation of the new legislation. Upon concluding its technical sessions, the group will present a comprehensive report to Minister of Culture Margareth Menezes, detailing recommendations for public policies that support sustainable industry growth. Officials emphasized that the involvement of the Ministry of Sports is crucial, as it institutionalizes eSports within the federal agenda and acknowledges its growing role in the national economy.


National Secretary Giovanni Rocco highlighted that the creation of this group is an institutional landmark focused on more than just entrepreneurship. A key priority is the protection and career development of young athletes, many of whom are children and adolescents. Currently, the Ministry of Sports is mapping public policies across all 27 Brazilian states and collaborating with universities to identify educational opportunities and training programs related to gaming and eSports.


Complementing these regulatory efforts are practical educational initiatives, such as a partnership with UNIFATECIE to offer 10,000 free scholarships for online gaming and eSports courses. Aimed primarily at public school students aged 15 to 29, nearly 9,400 of these slots were filled by the end of 2024. This success demonstrates the potential of electronic sports as a tool for social inclusion, digital entrepreneurship, and technical training across all regions of Brazil.
