PAGCOR Tightens B2B Supply Chain Scrutiny Ahead of March Deadline

The Philippine Amusement and Gaming Corporation (PAGCOR) has entered a new phase of active enforcement regarding its B2B accreditation framework.

According to a regulatory alert from Arden Consult, the agency is now verifying compliance directly through operator supply chains to ensure all vendors meet strict legal standards.


PAGCOR has mandated that licensed operators and Gaming System Administrators (GSAs) submit comprehensive lists of their B2B partners. This allows the regulator to cross-reference vendors—including game studios, payment processors, and KYC providers—against their official registry. Vendors found operating without valid accreditation risk triggering cease-and-desist orders for their partner operators, effectively turning operators into the frontline "gatekeepers" of the industry.


The public accreditation lists have become critical market signals. As of March 5, 37 game content providers and 6 aggregators are officially recognized. With the March 31 deadline approaching, the window for new applications is closing rapidly, especially given the upcoming Holy Week holidays in the Philippines which may slow administrative processing. Suppliers who fail to secure their status risk immediate exclusion from the regulated ecosystem, forcing a market-wide pivot toward total transparency and regulatory accountability.
