菲移民局表示，32岁的中国公民吕某于8月20日计划搭乘厦门航空飞往中国泉州的航班，但由于航班取消，因此移民局人员注销了所有机上人员的出境记录。
经移民局官员检查时，发现吕某是区审判法院第108分庭发出的禁止离境令(HDO)和逮捕令的对象。
吕某目前被关押在移民局位于达义市(Taguig)的拘留所，等待驱逐出境程序。
移民局(BI)局长诺曼•陈新戈(Norman Tansingco)下令对此事展开深入调查，以了解吕某在有不良记录的情况下如何通过第一次的检查。
他说：“我己命令我们的边境管制和情报部门检查闭路电视和记录，以了解他是如何被处理的。我们将对任何可能促成吕某离境的人提起诉讼。”
