The Victoria government recently introduced the Gambling Legislation Amendment Bill 2023 to tackle the harmful effects of gambling. This new bill, inspired by a scandal and subsequent inquiry at Crown Resorts’ Melbourne establishment, aims to strengthen regulations and provide better oversight of the gambling industry in the state.

The inquiry into Crown Resorts uncovered shocking revelations, leading to the conclusion that the operator was unfit to hold a casino license in Victoria. As a result, the bill denies Crown Resorts a gaming license, sending a clear message that establishments will be held accountable for their actions.

The bill includes various reforms to protect individuals from the harmful impacts of excessive gambling. One important measure is the introduction of load-up limits and spin speed restrictions. Load-up limits will cap the amount a player can spend at AU$100, preventing excessive spending. Additionally, spin speeds will be reduced to create a safer and more controlled gambling environment.

To further protect vulnerable individuals, the bill includes mandatory pre-commitment limits and carded play for all poker machines. These measures aim to prevent excessive gambling and promote responsible play.

Recognizing the need for stricter regulation, the bill also grants expanded powers to the gambling minister. The minister will now have the authority to prohibit betting on harmful activities, ensuring that gambling practices do not facilitate or encourage detrimental behaviour.

To enforce stricter oversight, the Victorian Gambling and Casino Control Commission will be given enhanced powers to better regulate Crown casino property. This will enable the commission to effectively monitor and control gambling activities in the state.

One notable change introduced by the bill is the implementation of a curfew at most Victorian electronic gaming machine venues, starting in mid-2024. This curfew will restrict access to poker machine areas in hotels and bars between 4am and 10am, preventing prolonged gambling sessions and encouraging patrons to take breaks.

The government has introduced this curfew in response to concerns about venues allowing individuals to gamble for extended periods without breaks. By implementing a curfew, the need for staggered opening hours can be eliminated, and customers can be encouraged to explore different venues, promoting responsible gambling practices.

The government plans to further refine these measures in consultation with the industry to ensure their effectiveness and practicality. By engaging with stakeholders, the government aims to strike a balance between responsible gambling and the economic viability of the industry.

The introduction of the Gambling Legislation Amendment Bill 2023 is a direct response to the Royal Commission inquiry, which presented 33 recommendations for reform. The government has demonstrated its commitment to addressing the issues raised by the inquiry by enshrining these recommendations into law.
