Lithuania is making strides in regulating its gambling industry, a move aimed at enhancing consumer protection and curbing problem gambling. The Lithuanian Parliament, known as the Seimas, has approved a set of comprehensive reforms designed to tighten the existing gambling laws. These changes reflect a growing concern about the social implications of gambling, particularly regarding addiction and irresponsible behaviour. With a focus on creating a safer environment for both online and land-based gambling, these new regulations are set to take effect in July 2025

The latest amendments to the Gambling Law represent a shift in Lithuania’s approach to gambling. These reforms introduce several key measures that will reshape the landscape of gambling in the country.

Raising Gambling Age

One of the most notable changes is the increase in the legal gambling age from 18 to 21. This new age limit will apply to all forms of gambling activities, including online platforms and physical venues, with the exception of the national lottery. The government believes that raising the age limit will help protect younger individuals from the risks associated with gambling.

To further safeguard players, the new regulations mandate that all gambling establishments must employ trained staff dedicated to identifying and intervening in cases of irresponsible gambling. These professionals will receive training from the Gaming Control Authority (LPT) and will have the authority to suspend a gambler’s activities for up to 48 hours if necessary.

The reforms will empower the Gaming Control Authority to monitor and restrict access to unlicensed online gambling sites. This includes the implementation of stringent measures requiring gambling operators to maintain detailed records of player transactions.

Financial Transaction Regulations

In a bid to further limit access to unauthorized gambling channels, financial service providers will be obligated to block transactions associated with unlicensed gambling websites. This move is expected to significantly reduce the prevalence of illegal online gambling activities, promoting a more secure gambling environment for consumers.

Public Awareness Campaigns

In conjunction with these reforms, the government plans to launch public awareness campaigns aimed at educating citizens about the risks of gambling and the importance of responsible behaviour.

Effective from 2025, the tax rate for various gambling activities, including slots, casino games, bingo, and online gambling, will rise to 22%. This increase is intended to generate additional revenue for the government while ensuring that licensed operators contribute fairly to the economy.
