North Carolina have enlisted the expertise of Sterl Carpenter, a former regulator in Massachusetts, Carpenter has been appointed by the North Carolina State Lottery Commission to oversee gaming compliance and sports betting in the Tar Heel State. With 30 years of experience in the industry, including his role in Massachusetts’ successful betting program, Carpenter will help to shape the future of sports betting in North Carolina.

This appointment comes at a critical juncture for North Carolina, as the state recently joined the ranks of legal sports betting jurisdictions after passing a new law in June. Under this legislation, up to 12 commercial online sportsbooks will be permitted to accept wagers, setting the stage for a potentially thriving market. Carpenter’s arrival as the Deputy Executive Director of Gaming Compliance and Sports Betting could not be more timely.

With his vast knowledge and expertise, Carpenter will be responsible for ensuring the regulation of sports betting in North Carolina. One notable advantage that North Carolina holds over other states entering the sports betting arena is its existing daily fantasy sports market. Experts predict that this established market, combined with the legalization of sports betting, will make the Tar Heel State a fertile ground for industry leaders like FanDuel and DraftKings. However, it’s not only the sports betting operators who stand to benefit from North Carolina’s new legislation. Caesars Entertainment, a prominent player in the gaming industry, manages two tribal casinos in the state under the well-known Harrah’s brand. With the expansion into sports betting, Caesars Entertainment has the opportunity to enhance its presence and offerings in North Carolina, potentially solidifying its market position.

Although North Carolina does not currently have any commercial casinos, the state’s three tribal casinos have been offering in-person sportsbooks since 2021. The Catawba Tribe has already expressed its intention to pursue an online sportsbook license, further diversifying the state’s offerings.

The North Carolina Lottery Commission is expected to begin issuing sportsbook licenses as early as January, aligning with the timeline of the biggest sporting event in the United States. The anticipation of legal sports betting during the Super Bowl is sure to generate excitement among sports fans in the Tar Heel State.

Carpenter’s previous role as a senior regulator in Massachusetts equips him with invaluable experience in overseeing the implementation of a sports betting program. They will be required to pay a $1 million fee for a five-year license and share 18% of their gross income with the state. The law dictates that sportsbooks can commence operations as early as January 8, with a hard deadline of June 14.

In addition to online sports betting, North Carolina is exploring opportunities for professional sports venues to offer retail sports betting. This innovative approach aims to provide fans with a unique and immersive betting experience, further fueling the growth potential of the market.
