The UK’s Betting and Gaming Council (BGC) is advocating for a proposed levy on the gambling industry. The goal is to ensure that all operators, including the National Lottery, contribute to resolving this crisis.

The impact of the pandemic has been particularly tough on independent betting shops on high streets, leaving them struggling to recover. However, the proposed levy could be a crucial lifeline for these establishments, giving them the opportunity to support initiatives that help those affected by problem gambling.

The BGC firmly believes that the levy should be imposed on all operators to establish a shared responsibility across the industry. By implementing a sliding scale for contributions from land-based operators, larger establishments will contribute a fair share based on their size and market presence.

To ensure the effective use of the funds generated by the levy, the BGC highlights the importance of securing commitments from operators to contribute to RET projects. This approach will fund essential research into gambling addiction, support educational initiatives for prevention, and provide treatment options for individuals struggling with problem gambling.

Recognizing the severity of the issue, the UK government has initiated an eight-week consultation period on the plans for a statutory levy. During this period, stakeholders and the public will have the opportunity to provide their input and opinions, ensuring that all perspectives are considered before any final decisions are made.

Online operators, who have experienced a significant increase in revenue during the pandemic, will be required to contribute one percent of their gross gambling yield (GGY) towards the levy. Conversely, betting shops and casinos will pay 0.4 percent of their GGY. This tiered approach acknowledges the different business models and revenue streams of various gambling operators.

A significant development resulting from the proposed levy is the transfer of responsibility for the treatment of problem gambling to the National Health Service (NHS), making it the primary commissioner. This shift emphasizes the importance of providing adequate support and resources to individuals affected by gambling addiction.

While the BGC strongly supports the levy, they are adamant that it should not have a negative impact on charitable causes. The council recognizes that many gambling operators already make substantial contributions to charities and aims to ensure that these contributions are not compromised by the introduction of the levy.
